Chicopee ignores order from the Supervisor of Records

June 10, 2015 Maya

On May 28, the Supervisor of Records ordered the city of Chicopee to respond within 10 days to one of my outstanding records requests for audio of an interview with William Jebb, who is now the police chief. 14 days have passed and the city has not followed the order, so I have asked for the issue to be turned over to the attorney general's office to force compliance.

The interview with Jebb is related to the incident when Sergeant Daniel Major choked Maylene Maldonado and other internal affairs issues that occurred under Jebb's tenure as the department's sole internal affairs officer.

The interview was conducted by Michael Pavone, Sr. from Integrity Investigations and Consulting, who was hired by Mayor Michael Bissonnette to review a number of internal issues with the police department. Pavone's website says he's a 38-year veteran of the police profession in the Commonwealth of Massachusetts, and trumpets his 15 year stint work in the troubled Massachusetts State Police internal affairs division. The interview will hopefully provide insight into how Jebb regarded his responsibility to keep the department accountable before becoming chief.

This is not the first issue I’ve had with the city. Chicopee previously issued a Kafkaesque response that said they were responding to say that they had already responded when they said they would respond. Another request we made show
